This is the 1970-1984 design outer primary cover ready to retrofit on 1965-1969 FL & FLH Big Twins. It features a partially drilled 9th hole that must be drilled through to fit 1970-1984 FL 4-speed models. Primary accepts 1970-1998 style 3-hole derby cover, inspection cover and hardware.
